The census will be held from October 4 to 30, 2019. The term of the census is 27 days.

To obtain complete information about the size and composition of the population in the Republic of Belarus, a population census is carried out once every 10 years. This is the most important and large-scale statistical study, giving the most detailed information necessary to determine the prospects for socio-economic development of the country as a whole.
Census - a scientifically organized collection of information in order to obtain data on the size, composition and distribution of the population.
The census program includes demographic (gender, date and place of birth, marital status, etc.), economic (occupation, type of economic activity, sources of livelihood, etc.), educational, as well as ethnic (nationality, native language, spoken language, etc.) indicators.
The 2019 census program also includes a questionnaire on the agricultural activities of our population. Typically, a census is carried out at least every 10 years during periods of the most settled population (in autumn or winter). All information obtained during the census is collected at a specific date and specific time.
The data obtained from the census is unique. For example, only a census gives a complete description of the population by ethnic composition, educational level, employment, language and ethnicity, reflects the housing characteristics and living conditions of citizens, and provides invaluable information to science for studying and developing demographic processes. In modern conditions, these data are extremely necessary, they are important for each locality, since there is the possibility of obtaining results for the smallest territorial units of the country. In addition, the results of each subsequent census serve to assess the effectiveness of the functioning of socio-economic systems in the census period and show what has changed in our lives from the census to the census.

To organize the census in the Republic of Belarus, a number of regulatory legal acts have been adopted that regulate the preparation and conduct of the census, ensure coordination of the actions of local executive and administrative bodies, state statistics bodies and other state organizations that are somehow involved in its preparation and conduct. The legislation of the Republic of Belarus on the census is regulated by the Law of the Republic of Belarus dated July 13, 2006 No. 144-Z “On the census of the population” and other legislative acts, as well as international treaties of the Republic of Belarus.
The Law of the Republic of Belarus "On the census" is the main legislative act on the census. The document sets out the main provisions, goals and principles of the census; it is described in detail who the subjects of the census are, their rights and obligations; details of the census of certain categories of the population; a procedure has been established for the protection and storage of personal data, as well as a procedure for disseminating the final census data.
The census of the Republic of Belarus in 2019 will be carried out in accordance with the Decree of the President of the Republic of Belarus of October 24, 2016. No. 384 “On conducting a census of the Republic of Belarus in 2019” (National Legal Internet Portal of the Republic of Belarus, 10.26.2016, 1/16703).

For reference: The last census (the sixth post-war) was conducted from October 14 to October 24, 2009. (Previous censuses were carried out in 1959, 1970, 1979, 1989, 1999). On November 23, 2016, the Council of Ministers of the Republic of Belarus adopted Decree No. 953 “On measures to implement Decree of the President of the Republic of Belarus of October 24, 2016 No. 384”. The preparation and conduct of the census is carried out:

About temporary census staff.
The census staff includes:
- Authorized employees of the main statistical departments of the regions and the city of Minsk;
- employees of organizations;
- temporary census staff.
Temporary census staff conducts a survey of respondents with the presentation of an appropriate identity card through the use of tablet computers, in exceptional cases, census forms on paper.
The following are involved in the preparation and conduct of the census as temporary census personnel:
- students receiving higher and secondary special education in full-time education;
- employees of state bodies and other state organizations subordinate to the President of the Republic of Belarus, republican government bodies and other state organizations subordinate to the Council of Ministers of the Republic of Belarus, local executive and administrative bodies, public associations and other organizations;
- Citizens registered with the state employment service as unemployed;
- pensioners.

On the confidentiality of personal data.
Personal data is confidential, not subject to distribution (disclosure), including submission to government bodies and other organizations, and is used solely to generate the final census data.
Organizational measures for the protection of personal data of the census of the Republic of Belarus are carried out in accordance with the Regulation on organizational measures for the protection of personal data of the census of the Republic of Belarus, approved by Decree of the Council of Ministers of the Republic of Belarus of September 10, 2009 No. 1178 (National Register of Legal Acts of the Republic of Belarus, 2009 city, No. 224, 5/30435). Persons who are part of the census staff are warned about the need to ensure the confidentiality of personal data in accordance and with the legislation of the Republic of Belarus.

Citizens, for their part, should not interfere with the census and provide reliable personal data in accordance with the form of the census form.
