The management policy of the “Dretunsky Forestry” in the field of labor protection defines the goals and objectives in the field of labor protection, which reflect:
-consecutive improvement of the working conditions of workers (reduction of workplaces with harmful working conditions) and improvement of occupational safety;
- ensuring the continuous identification of hazards and risk assessment at workplaces;
- Involving all forestry personnel in labor protection activities;
-implementation in the production of modern technological solutions and control systems aimed at minimizing production risks, etc.
Work is underway to prevent industrial injuries and occupational diseases.
At the enterprise, personnel training is continuous and is the direct responsibility of each employee. The staff training system includes:
-training, retraining, training for second (related) professions and advanced training of workers;
-increased qualifications of managers and specialists;
-training auditors to conduct internal audits of the OSHMS.
Responsibility for the organization of work on labor protection in the leshoz is assigned to the chief forester, in structural divisions - on the head of the structural division.
The labor protection bureau was created (the head of the labor protection bureau and the labor protection engineer), which corresponds to the normative number of labor protection specialists at enterprises, approved by the Resolution of the Ministry of Labor of the Republic of Belarus of July 23, 1999, No. 94.
In the leskhoz, on the basis of the Model Instruction on monitoring compliance with legislation on labor protection in an organization approved by the Decree of the Ministry of Labor and Social Protection of the Republic of Belarus No. 159 of December 26, 2003, an instruction was developed to monitor compliance with legislation on labor protection in SFC “ Dretunsky forestry "". In accordance with the Instruction, daily, weekly and quarterly monitoring is carried out at the leshoz. Days are held monthly, quarterly Labor Protection Week, which analyzes the state of labor protection in the structural units of the leshoz, communicates the necessary information on labor protection to the heads of departments, reviews and analyzes complaints and suggestions.
An analysis of the state of labor protection, existing hazards and risks in the workplace.
Certification of sanitary and technical conditions of labor and labor protection is carried out. Results are analyzed and outlined measures to improve conditions.
The leskhoz workers are provided with the necessary means of protection in accordance with the Typical Industry Norms of Free Issuance of Personal Protective Equipment to Workers of Logging and Forestry Organizations, Woodworking Industries, approved by the Decree of the Ministry of Labor and Social Protection of the Republic of Belarus of November 1, 2002 No. 140 Protection, approved by the Decree of the Ministry of Labor and Social Protection dated December 30, 2008 No. 209.
The work on labor protection is summed up monthly. At the meeting of the commission, an analysis and assessment is carried out by the heads of the heads of the structural units for ensuring labor protection and labor discipline. The heads of structural units weekly, together with the public inspector of trade unions, analyze the state of labor protection in the structural unit, with a corresponding entry in the journal “Weekly Monitoring of Occupational Health”.
An action plan for labor protection has been developed. The plan was developed taking into account the requirements of the Regulation on the planning and development of labor protection measures approved by the Decree of the Ministry of Labor and Social Protection of the Republic of Belarus dated October 23, 2000 No. 136.
The moral and material encouragement of the leshoz workers is made in accordance with the following local acts:
-the provision on wages, bonuses for workers, according to the collective agreement,
-the provision on bonuses of managers and specialists, according to the collective agreement,
-the provision on the competition for the best organization of work on labor protection, approved by the board of the Ministry of Forestry of the Republic of Belarus.
Measures of responsibility for non-compliance with labor protection requirements are set out in official and work instructions, as well as in labor protection instructions.
Regulatory legal support was organized on the basis of the Register of NLA and TNLA. There is a fund of PPA and TNPA on electronic media. The NPA Fund is updated through the IB ConsultantPlus.
In accordance with the requirement of Directive No. 1 of the President of the Republic of Belarus dated March 11, 2004 “On measures to strengthen public safety and discipline”, the contracts for the employees of the leshoz included provisions for unconditional and immediate termination of contracts for gross violations of occupational health and safety rules, resulting in injury or death, for causing damage to the state, legal or natural persons, drinking alcoholic beverages during working hours or at the place of work, and with managers - for ensuring proper work disability slaves of subordinates, concealment of facts of violation of labor and executive discipline by them or for not bringing the guilty persons to justice, established by law.
In the leshoz, in the manner prescribed by law, work is being done with citizens' appeals, there are books of comments and suggestions.
Jobs meet safety requirements.
The labor protection management system has been developed by the State Forestry Institution “Dretunsky Forestry” in accordance with the requirements of STB 18001-2009. Consulting services for the development of a labor protection management system were provided by Belgiproles.
In the State Forestry Institution “Dretunsky Forestry” of the Vitebsk State Forestry Farm, the OSH management system (hereinafter referred to as OSH) was developed and implemented in accordance with STB 18001-2009.
The purpose of creating a system of safety management systems is to manage the risks existing in the State Forestry Institution “Dretunsky Forestry” in order to ensure healthy and safe working conditions for each employee.
The main task of the OSHMS is to create a system that allows reducing risks, analyzing the effectiveness of measures taken to reduce risks, and involving all staff in work related to labor protection.
Planning of activities in the field of labor protection is one of the most important functions of the OSHMS, allowing to streamline and systematize possible numerous activities and actions aimed at achieving goals in the field of labor protection and implementation of the provisions of the Management Policy of the DFL “Dretunsky Forestry” in the field of labor protection (approved 22.06. 2009) and includes the following actions:
- identification of risks and their assessment in each structural unit;
- setting goals in the field of labor protection in structural units and in the forestry enterprise as a whole;
- formation of a labor protection management program and control of its implementation by structural units and in the leshoz as a whole.
The Manual on the OSHT defines the duties, (the provision on duties, rights and responsibilities of managers and specialists of the Stilt Department of Dretunsky Leskhoz in the field of labor protection) responsibilities and authorities on labor protection issues of all categories of leskhoz workers, which are also included in official and work instructions.
